Some years ago the Federal Government decided that professional proposal writers could write great proposals. But that did not answer the critical question: "Can these people do the work?"
The oral presentation helps answer this question. The contracting officers get a chance to see the managers and executives who will actually run the project. They are the on-the-ground folks who do not usually make stand up presentations. Yet it is absolutely essential that the the presenter come across as a leader, a manager, an executive, someone that can make things happen.
